It went on to support the dictatorial regimes of Zaire, Yugoslavia, Argentina and Russia for decades and never helped them grow in the real economic sense. It gave Russia more than $20bn from 1992 to 1996, in a way that the impractical state directed policies could do further damage. It got contented only after the De La Rua government in Argentina slashed essential spending and ruthlessly increased taxes, driving 30% of the population below the poverty line.
