Burma’s jaded military machine

The gemstones of the military controlled Burmese nation are as blood soaked as are the diamonds

The two things which fill the famous Bujo Market in Yangon are, precious stones & of course, the soldiers cloaked in their traditional Burmese civilian attire. Most of the women in the market, too, are related to the military in one way or the other, because much like the other sectors, the gemstone industry (the third biggest revenue earner for the government), too is controlled by the military junta. The garb under which the Burmese ‘soldiers of fortune’ carry out the dubious trade in gems is, the Myanmar Economic Holdings Ltd., a holding company fully owned by serving as well as retired military personnel & the state-owned Myanmar Gems Enterprise.

Recently, the Americans stepped up the pressure on military junta to pave the way for democracy in Burma (US prefers to address Myanmar by its old name). The US House of Representatives have approved a legislation foreclosing all routes, which brought the rubies & high-quality jade from Myanmar into the US.

More importantly, even the Human Rights Watch, an international human rights watchdog, has raised fresh concerns about the gems trade (about 90% of the rubies in the world originate from Myanmar) from the country, where democracy is being ruthlessly suppressed by the military government to perpetuate its own corporate interests. The group has urged the international community to ban imports of all gems from Myanmar. “Burma’s rubies and jade are prized for their beauty but the ugly truth is that the trade in these stones supports human rights abuses. The sale of these gems gives Burma’s military rulers quick cash to stay in power,” says Arvind Ganesan, Director of the Business and Human Rights Program at Human Rights Watch. But despite the human rights indictments against the Myanmar Government, some countries in Asia continue to support the regime. Expressing his indignation against such countries which are ready to condone the human rights abuses, Ganesan told B&E that he credits the governments which have refrained from “buying Burmese gems but the rest, have the blood of Burmese on their hands.”

Those who intend to support the continuation of military regime argue that imposing global sanctions on the gems industry would only harm the craftsmen engaged in cutting the stones into fine jewellery. But the moot point is, can the world ignore the conditions of workers in the mining industry & even the poor craftsmen who continue to be exploited by the top military hierarchy for personal aggrandizements, unjust & illegitimate perpetuation of their rule.

Unless Asian nations begin to acknowledge the fact that Burmese military is not Burma, the democracy will continue to elude Burmese nationals.

It was Moditva, not just development

Despite all odds, Narendra Modi won the state elections in Gujarat. What was projected as a neck-and-neck fight turned out to be a kind of a sweep for the incumbent Chief Minister. According to some experts, Modi won on the development plank. Others, who hate him, contend he fought on the Hindutva issue. There is the third set of experts, who claim Modi evolved his own brand of ‘Moditva’, which won him the elections. So, what was it really that helped him?

Well, as far as development is concerned, Gujarat has always been a prosperous state. The reason behind this is the remarkable success of the co-operative movement in the state. The successful example of Anand Co-operative (famous for the Amul brand) is there for everyone to see. Gujarat has also boasted of several economic sobriquets before Modi became a full-time politician. In the old days, it has been called the Manchester of India, Diamond Capital, Milk Capital, and Ice Cream Capital. “The roads have always been good and so was the power supply,” adds Ahmedabad based social scientist, Tridip Suhrud.

What Modi managed was to amalgamate his personal charisma with both Hindutva and development, and presented a cocktail that was drunk by the majority of the voters in Gujarat. The man who gets the crowds worked up enough to shout ‘kill, kill’ during riots easily identified with the CM, as did the suave, pin-striped investor who attends conferences in five-star hotels and talks about investment and infrastructure. Modi’s packaging hooked the media, especially pink newspapers.

In addition, CM Narendra Modi turned out to be the man of the masses, the one who was in touch with the grassroots. “It’s pure theatre. He is a versatile performer,” says Tarak Mehta, distinguished Gujarati humour writer and playwright. His clean image also worked wonders for him. “The remarkable personal honesty and integrity displayed by Modi as an incorruptible politician has been one of the major factors for his high popularity ratings,” adds Suhrud.

But let’s not digress too much from the development debate. Let’s rate the economic report card of Gujarat during Modi’s tenure as the CM. On the face of it, it can be argued that Gujarat has continued its growth momentum in the past decade or so. The growth in state domestic product is remarkable. Newer employment opportunities have been generated and poverty levels have gone down dramatically in urban areas. Moreover, his corporate-style of governance – doesn’t it remind you of the former CM of Andhra Pradesh, Chandrababu naidu, who was possibly the first CEO-politician in the country – and the steps he took to abolish middlemen made non-resident Gujaratis quite happy. It was the NRGs who flooded the state with huge investments.

Modi has also done a great job with the state-sponsored project, Jyotigram, which aims to provide 24-hour electricity to all homes in the state. The same is true for the much-talked-about Sujlam Suflam project. Nevertheless, there are still several economic and social indicators, where Gujarat does not seem to have performed satisfactorily. “As far as overall development in the state is concerned, yes, Gujarat has developed. But if you talk about the trickle-down effect, it is missing completely,” says Indira Hirawe, noted Gujarati economist, and Director of the Centre for Development Alternatives.

According to data provided by the National Family Health Survey and other central agencies, Gujarat doesn’t fare too well. “Gujarat has done horribly bad on HDI parameters. Gross enrolment ratio is among the worst and dropout rate is high. On the employment front, it has increased slightly, but the quality of employment has deteriorated. Most of the employment generated are of casual contractual type,” explains Hirway.

Mis (deals)!

Preparedness is paramount

The Defence Minister says, that military interaction with the US should not impact the long standing ties with Russia. The Naval Chief Admiral Sureesh Mehta sings a different note, when he says that Russia’s dilly-dallying over the aircraft carrier Admiral Gorshkov price would almost force India to “ponder where our defence relations are going to’’ with Moscow. All this confusion among the policy makers has been caused by the Russia hiking up the price to refurbish the carrier by staggering $1.2 billion. The 44,570-tonne Gorshkov, was slated to fly the Indian naval ensign by August 2008 as per the $1.5-billion package deal signed in January 2004. This sudden announcement by Russia to increase the rates & to push back the delivery to 2012-13, has in fact, put paid to the naval plans to have a robust blue-water force. And this has led many in the naval circles to look Westwards to fulfill the need. “The American nuclear powered carrier, Kitty Hawk, is likely to be available shortly, India should start looking elsewhere if the Russians are acting tough,” Commodore (retd.) G. Sharma, the MD with Northman Grumman India told B&E.

The politicians & the navy cannot hum different notes at such a crucial juncture in the nation’s history, when it is in the process of making a paradigm shift in its foreign & defence policy.

King carries on

Putin’s victory is a lesson
The incredible response of the Russian electorate in the election to the Duma vindicates the sheer support that Vladimir Putin and his United Russia party enjoys among the common Russians. United Russia eventually ended up with garnering more than 64% of the popular vote. It was also the harbinger of the fact that not just Putin himself but Russia also wants Putin and his pragmatic policies to continue even when he steps down from the post of President. And no wonder incidents have started taking shape on the same lines only. With the announcement of Dmitry Medvedev as his successor, Putin has just made sure of that. It is nobody’s guess as to who would continue to rule Russia from the shadow. And for good perhaps. With Medvedev urging Putin to become the Prime Minster it only makes that proxy rule more prominent. Nevertheless, Putin’s style of no nonsense approach towards rebuilding a decaying society proves that even today if one remains sincere towards the right kind of governance one can become extremely popular. For us it is a lesson that one need not be a populist in approach to beat the anti- incumbency factor. Well Putin just showed that with a resurgent Russia back on track and ready for more of his doses.

The Manager & The Economist

India’s PM has earned his glory; Pakistan ex-PM’s reforms are being debated. By Shahid Husain
However, there was a major difference. Economists point out that there was no significant divergence between the policies pursued by Aziz, and the FMs in the earlier regimes. They agree that the distinction lay in the “effectiveness of implementation.” In contrast, Singh was hailed as the new messiah of globalisation by the middle class.

Later, Aziz claimed that after the initial period, Pakistan’s economy became buoyant. Economists said that regulations in the financial sector did ease, and the relationship between the Central Bank – State Bank of Pakistan (SBP) and other banks became cordial. The latter situation changed after the SBP was headed by Ishrat Husain, although banks should ideally be regulated by the Central Bank.

As 9/11 stunned America, Musharraf ditched Afghanistan’s Taliban and became a faithful ally of the Bush administration. This helped in easing global pressures on Pakistan. It led to a wave of capital inflows, and Aziz took the credit for it. Pakistan sent strong signals to the US and others that it was pursuing ‘responsible management’ initiatives, and succeeded in wooing foreign investors.

Many contend that this happened because America wanted to help Pakistan. Yet another factor that aided the inflows was due to the rise in global oil prices in 2003, which forced Middle East investors to seek new geographies where they could invest in. Fortunately, they also chose Pakistan. Post 2003, Pakistan boosted public investment and this spurred growth. But this had happened in the past and does not point to any miracle by Aziz and his colleagues.

The capital inflows resulted in a consumer-spending boom. It led to huge investments in real estate and stock market. Aziz boasted that the growing sales of bikes, mobiles and other gadgets indicated prosperity of the middle and lower-middle classes. Critics think that all emerging markets gained from global inflows, which led to a rise in domestic prices of food products, and materialistic consumerism is a global phenomenon, not unique to Pakistan.


Now that Aziz is out, the challenges before Pakistan include the 7% unemployment rate leading to a fear of lack of jobs, a dissatisfied intelligentsia, the possible impact of the downturn in the US economy, and the manner in which public assets are being sold to reduce deficit. One reason behind the ousting of Chief Justice Iftikhar Muhammad Chaudhry was his undoing of the privatisation of Pakistan Steel Mills at throwaway prices, a step taken on behalf of Aziz.

Ironically, Aziz’s achievements and criticisms remind us of Singh, who is facing similar pressures. No doubt, the two have earned their place in history as leaders upon whom greatness was probably thrust. Yet, they will share one common link – both owe their office to some one else. For Singh, it is Narashima Rao and Sonia Gandhi. For Aziz, it is Musharraf. Thereby hangs the tale of two neighbours, and the paths they have chosen.

Wide variety of assignments

Khattar had come to Maruti six years earlier as Director (Marketing) after an eventful innings of 28 years with the IAS in which he had handled a wide variety of assignments. He had headed a marketing assignment with the Tea Board. Earlier, he had turned around the UP Transport Corporation, where instead of retrenching the surplus staff, he added more vehicles. Before that he took the UP Cement Corporation to profits after 19 years in the red. As a young District Collector and Magistrate, he had worked in rural development and disaster relief work in Chamoli district for which, his recommendation for a Padma Shri was set aside, only in view of his young age.

It was this versatility, perhaps, that was to now stand him in good stead in 2000. Maruti workers who had been pampered with numerous sops, after the Bhaskarudu period, were reluctant to accept a productivity-linked bonus scheme to raise product quality and efficiency. The workers wanted a lot more but Maruti stood firm and production limped along with managers doing the work of workers on the shop floor. After 90 days, the workers’ unions relented and the workers were encouraged to see the benefits of prosperity through productivity. Maruti estimates that it had gained 50% increase in productivity within a year.

In 2003, with production stabilised & market in good shape, Maruti decided to embark on a huge public issue despite a depressed capital market. There were many skeptics about this big IPO and the investment banking biggies like Merrill Lynch & Morgan Stanley, and domestic institutions like Life Insurance Corporation were not impressed. But Khattar headed a team promoting the issue on exhausting road shows to the financial capitals of the world. The issue was to sell a big slice of the government’s equity to the public. Maruti’s name was held in such high standing that the response far exceeded Khattar’s most wishful thinking. Perhaps, not so coincidentally, this IPO also marked the turning point in Indian investor confidence.

Beyond ‘simple’ boundaries

Change for Google is more of a business obligation than a matter of discretion… Adieu to simplicity!
Larry Page, the 34-year old Google Inc. co-founder has found his better half and is all set to exchange wedding vows next month. So did he use Google search for this too? Well, sounds like a joke but when you run a global search engine with a market share of 58.5% (as per Comscore), the question is not worth nothing. Strangely, even today when everything about this monstrous $211.7 billion worth online giant seems to have changed dramatically; right from its annual revenues – which have shot-up by a teeth-rattling 3,676.77% during the past five years to $16.58 billion in 2007 – to its offerings, the truth is that its ‘child-like simplicity’ (which shows everywhere from its homepage to its engineering team structure) has only started showing some change of late. And going by the fact that Google’s share prices are at all-time high of $747.24 on November 7, 2007 (an appreciation of 779.11% in the past three years) and is estimated to touch $900, as per Credit Suisse, this ‘slow’ change surely seems to working well for Google Inc.

It’s been over a year since the landmark acquisition of YouTube on October 9, 2006 for $1.65 billion, which gave Google an entry into the world of online video-streaming and made for rave reviews. The next big leap could be judged from the recent revelation that Google was working with 33 companies to build mobile phone software to come out with free wireless internet (called the ‘Gphone’). Surely, with global revenues from mobile phone ads accounting for $2.17 billion in 2007 (as per Informa Plc.), the move to hop onto the mobile platform sounds rational as David Eun, VP, Google, asserts, “As more and more users are using mobile devices to get information, we want to be there. We’re trying to give people a YouTube experience on the mobile platform.” The tech giant is also mulling over a $4 billion bid for about 700 MHz of spectrum in the US to get into the TV space. Google’s latest initiatives are only preordained to give further impulsion to its revenue model, which helped it earn $11.66 billion for the first three quarters of 2007, as Eric Schmidt, CEO, Google, asserts, “We are creating a wider ads system through our focus on innovation....”

These alternate routes also shield Google from unpredictable times, especially in the face of challenges from regional search engines like Naver (South Korea), Quintura (France) et al. Sure enough, a year after YouTube, Google stands a stronger, meaner machine with $12 billion cash-at-hand & with its engineers battling it out to take the 2nd generation search engine beyond, its simplicity is being flushed-off for good. So to answer the question, did Larry ‘Google’ it? Well, who cares... so long as he’s changing his simply ‘single’ status too!

Softly suicidal

Can we Indians afford a soft and timid state any longer?

Chomping on a burger, laced liberally with ketchup, Richard D’ Aveni looked a corpulent sight, a few years ago in a five star coffee shop. A tenure professor of Dartmouth College and a conservative to the core, Richard could make you wince with dismay while holding forth on how America must ruthlessly project its power – even at the cost of “collateral damage”. The now famous Thomas Friedman book about the flat world and the Goldman Sachs report on the BRIC economies had already been published and Richard was on a long journey of discovery into the ‘next big boy of the global arena’. I didn’t agree with most of what Richard said; but one statement of his still resonates when I pick up a newspaper or watch a so called erudite TV show. Taking a huge swig of Coke, Richard had witheringly remarked that Indian policy makers must change their negative and timid mindset. “Do you want to forever remain the Mexico of China? were his words that still haunt me.

As Prime Minister Manmohan Singh made a token flying visit to a recent meet of East Asian economic powerhouses to fly on again some place else, Richard’s ‘Mexico’ warning kept coming back to my mind. The simple brutal fact is that India is on verge of losing the eco, energy and geo-strategic war against China. Even though Indian policy makers bend over backwards to please the military junta in Myanmar – lucrative oil & gas exploration rights and access to strategic ports is given to China. Even as Left leaders and ‘progressives’ of all hues pursue more and more minority appeasement, Iran simply throws India out of a pipeline deal with Pakistan. And as mentioned earlier in the column, even the famed lobbying skills of the richest Indian in the world Lakshmi Mittal couldn’t help India beat China in gaining access to oil and gas fields in central Asia.

In various set ups like ASEAN and APEC that represent the most dynamic economies of the world, the Indian presence is barely tolerated as a guest without a voice while China has since long secured a seat on the high table. India still struggls with a flawed free trade agreement with Thailand, China has already become the largest trading partner of east Asia. The day is not far off when it challenges the United States in the region. Modern nation states earn the respect of peers on two counts – grudgingly because of military power and reluctantly because of the ruthless use of economic power. Time-please...

all that they don’t have, is time
The fundamental idea of maintaining a lively, accountable and fruitful Parliament as a central body, is to nurture democracy. Since last few years, the Indian Parliament has been more in the news for needless controversies. Since its inception in 1952, the Lok Sabha sat for over 100 days every year. But since 1988, the Lok Sabha sittings have dropped down to about 80 days a year. As if this decrease was not enough, from the year 2003, the Lok Sabha sat merely for 74 days in a year. Studies reveal that, there were merely 53 sessions in 2004, 85 sittings in 2005 and 77 sittings in 2006, and this year i.e. 2007, just 49 sittings have taken place. Ironically, there essentially hasn’t been improvement in proceedings even after the ascent in the number of educated members in Parliament. Often the educated and the suave do not turn-up for sessions and if they do, their contribution remains minimal. The current winter session of Parliament is also a short one. The government is planning to wrap it up by November 30, 2007 under one pretext or the other. For all the big talks of the aam admi, it is unfortunate that when it comes to debate about their well being, the Parliament finds it difficult to spare time. If it costs about Rs.26,000 per minute to run Parliament, one can gauge the loss that is incurred due to abrupt closing of sessions. Well, if they don’t want, let them not go there to debate. How about using this money to give fodder and shelter to the hungry and homeless instead? Isn’t that better democracy?

3G project in south-eastern India

Telecom giant Ericsson has started a 3G project in south-eastern India, which enables the community to access e-learning, and online local information that makes a big difference to people’s lives. There are many grassroots health workers, who are comfortably using hand-held computers for storing medical data and information. And there are students in rural areas of Madhya Pradesh, who learn via TV that makes use of EduSat (Education Satellite). “An internet and a dish connection in high schools connected to EduSat facility enables the students to collect information on the subject of their choice, or talk to experts in the related field while sitting in their schools,” says Reddy.

If e-learning is making a difference, mobile technologies are also chipping in. “ZMQ Software developed an edu-tainment package on health & HIV/AIDS awareness in English, Hindi & Marathi in collaboration with Johns Hopkins University & USAID,” says Hilmi Quraishi, Chief Learning Technologist & Co-Founder, ZMQ. Nasscom Foundation has introduced this package in 100 village knowledge centres. There is a package, developed by ZMQ, DFID & Plan on HIV/AIDS awareness in Kannada, Telugu & Hindi. CKS is exploring scenarios whereby rural schools could use multimedia mobile devices to enhance in-class learnings. “They could use a camera phone to document the environment and create a local encyclopaedia,” said Aditya Dev Sood, Founder, CKS. The route to such development has had its fair share of impediments. States Sinha, “Implementing new technology faces resistance from people.” But then, no one can stop technology forever. Sooner than later, everyone has no option but to live with it.

COMMUNICATION GETS RICHER

Welcome to the new world of Prada, Armani, Gphone & Android

It’s the era when mobile phones describe your style statement: serious, funky or sophisticated – take your pick. Everyone wants the latest & the best. And ironically, this is one segment where the latest and best seems to change almost every passing day. In 2007, we witnessed the launch of the second generation of Razr, additions in the N and E series of Nokia & the Walkman range from Sony Ericsson.

As widely touted throughout this year, Apple iPhone (retailing at $400-600) counts as the most anticipated launch for Indians in the year 2008. The phone, with its unique full touchscreen function & enhanced browsing capabilities should be a hit, especially among die hard iPod fans. The Korean rivals LG & Samsung are expected to continue their head to head battle with the stylish Prada ($420-507) & Armani (to be launched) respectively. Another hot contender for the wow factor next year is the GPhone. Unlike all speculations around it, Gphone is not one phone, rather a technology called Android that will be the foundation for many new phones and will create an entirely new mobile experience for users, with new applications and new capabilities we can’t imagine today. A Google spokesperson said, “Android is the first truly open & comprehensive platform for mobile devices. It includes an operating system, user-interface & applications – all the software to run a mobile phone, but without the proprietary obstacles that have hindered mobile innovation.” Gphone would be in the market in the latter half of 2008.

Where there is expected to be so much action from the players who are not even currently in the action scene, the existing players are also gearing up to brace 2008 and the competition as well. Sony Ericsson, UK head of marketing, David Hilton said, “We’re going to eventually see Sony Ericsson Walkman handsets offer consumers a little more to the point where we’ll even be able to watch the music video to the song we’re listening to on the handset.” Also in the pipeline from Sony Ericsson’s stable are phones like budget W380i, mid-range W890i handsets in the walkman series and K660i in the camera range.

Debt Medium Term

Birla Sun Life Mutual Fund seem to have mastered the art of investing under the category. The top two schemes under the category belongs to this fund house. While the average one year return from the category is 7.12%, the top two schemes from Birla Sun Life MF have delivered 13.36% and 12.28% respectively.


None of the schemes falling under the category have offered negative returns in the last one year. While the lowest return remained at 0.15%, the maximum was at 10.15%, delivered by HDFC HI Short-term growth fund. However, the average return for the category is close to the upper limit at 8.83%.

But critically, wasn’t it the Tatas who diversified at the right time, while the likes of the Wadia and Godrej families had openly taken the conservative path? “Agreed that Godrej didn’t change with time, but like other big business houses, we never went through a major downfall,” avers Phiroze D. Lam, Executive Director & President, Godrej & Boyce Mfg Co Ltd.

To Godrej’s credit, the first diversification that came from the door of Godrej was as far back as in the year 1918, when the company decided to venture into the soap industry [Interestingly, Mahatma Gandhi’s ‘swadeshi’ movement made many freedom fighters endorse the ‘desi’ soap]. But since then, the basic premise and the business model of the company have more or less remained the same. Yes, the 90s did have Godrej jumping into an on-now off-now alliance with top class companies like GE. But like we mentioned earlier, Godrej, in the last few weeks, has seen more radical transformation than it had in the past ten decades.

And leading this transformation, is the most recent and much talked about logo colour change (from a staid red previously to multiple colours now: pink, blue, green). But why was the logo design left intact per se? Namita Chhetri, President, Indian Council for Market Research, shared with us, “The brand Godrej realistically had not been positioned till now as a youthful brand; rather, it has been a trusted brand of the older generation.

Here come the show stopper’s!

TV campaigns, print ads, billboards, direct mail, you name the media vehicle, and you’ll find that Shopper’s Stop had latched on to it to promote their recent change in brand identity. What’s more? The retail giant has spent an unbelievable Rs.200 million on just the logo change of Shopper’s Stop. So even the poly-bags that you carry with the goodies from Shopper’s Stop sport the new logo. The in-the face campaign has left many wondering what was the need to use such extravagant steps and that too for just a logo change. Well, what most of us don’t know is that the logo change is just a miniscule first step to the massive restructuring exercise that the retail group is planning. Surely in the months to come the Rs.10 billion Shopper’s Stop will ramp up its act and announce more promotional activities and ad campaigns.

Shopper’s Stop started way back in 1991. However, lack of funds, which forced the company to adopt a black & white (B&W) logo, in fact did wonders to the retailers’ brand image. States Raj Nair, VP & ECD, Contract Advertising, “By using the B&W imagery we were in step with trends being employed in fashion advertising the world over. B&W imagery lends a high fashion quotient, sophisticated, cutting edge international imagery. The B&W execution has further helped the work stand out and embellished the cause.” The B&W logo was accepted well with the consumers and catapulted Shopper’s Stop to the league of a niche player in the Indian retail sector. Plus the company’s presence in the metros added oodles of class to the brand. “In a business specially like ours, which deals with fashion & lifestyle, it becomes necessary that the ads convey how we (Shopper’s Stop) can make a customer look more elegant. At the same time its necessary to make people understand the stylish side of life,” explains Govind Shrikhande, CCA & CEO, Shopper’s Stop.
